A fire alarm system that detects a fire at 2 a.m. in an empty building only saves lives if someone finds out. That is the job of monitoring: an off-site supervising station that receives your system's signals around the clock and relays a fire alarm to the fire department. In California, monitoring is not a nice-to-have — for most commercial buildings it is a code requirement under California Fire Code §907.6.6, built on NFPA 72 Chapter 26. This guide explains when monitoring is required, what the standard demands, how the signal actually travels today, and how the monitoring connection gets tested during your annual inspection.
Does California require fire alarm monitoring?
For most commercial occupancies, yes. When the California Fire Code requires a building to have a fire alarm system, §907.6.6 also requires that system to be monitored by an approved supervising station. In practice that means alarm, supervisory, and trouble signals must leave the building automatically and, for alarms, be retransmitted to the fire department — not simply sound a local horn.
There are limited exceptions. Certain single- and multi-family dwellings, some very small occupancies, and specific systems the code does not require in the first place may be exempt. But the general rule is simple: if the code made you install the fire alarm system, the code almost certainly requires you to monitor it. What NFPA 72 Chapter 26 requires
The California Fire Code adopts NFPA 72, and Chapter 26 — Supervising Station Alarm Systems is where the monitoring rules live. Chapter 26 divides responsibility between the two ends of the connection. Some duties belong to your protected premises (the building), and some belong to the supervising station that watches it.
On the protected-premises side
- A properly installed transmitter/communicator that reports to the supervising station.
- Ongoing testing and maintenance of the transmission equipment (part of your annual inspection).
- Correct account setup so signals are attributed to the right building and zones.
On the supervising-station side
- Monitoring of signals — receiving and acting on alarm, supervisory, and trouble signals 24/7.
- Retransmission — relaying alarm signals to the fire department (and notifying responsible parties).
- Record keeping — logging every signal and action for the Authority Having Jurisdiction (AHJ) to review.
- Runner service, where required — dispatching a technician to the property within the time the standard allows.
Three types of supervising station
NFPA 72 recognizes three arrangements for who watches your system. All three satisfy the monitoring requirement; they differ in who operates the station and where it sits.
Central station service is the most common for commercial buildings. A third-party, listed facility — built and operated to UL 827, with physical security, backup power, and redundant equipment — monitors your system under contract, dispatches runners, retransmits alarms, and keeps the records. Proprietary supervising stations are operated by the property owner for their own buildings (common on large campuses or portfolios). Remote supervising stations are a lighter arrangement where signals are received at a constantly attended location such as a fire or police communications center. For most Los Angeles commercial property owners, "monitoring" means a contract with a UL-listed central station.
How the signal travels: communication paths
How your alarm reaches the central station has changed dramatically. For decades systems used a DACT (Digital Alarm Communicator Transmitter) over two copper phone lines. Those POTS lines are being retired by carriers, and most systems now report over a cellular or internet (IP) communicator — frequently a dual cellular-plus-IP path, or a supervised sole cellular path.
Whatever the technology, NFPA 72 cares about one thing above all: the path must be supervised. That means a loss of the communication path has to be detected and reported to the supervising station on its own, so a silently dead connection can't leave your building unmonitored for weeks. As a practical benchmark, a monitored system typically sends an automatic self-test signal at least once every 24 hours, and a failure of a single communication path is annunciated at the supervising station within a short, defined window. If your building still relies on copper phone lines, migrating to a supervised cellular or IP communicator is one of the highest-value upgrades you can make — and it is worth confirming during your next inspection.
What a monitored system transmits
A supervising station must be able to tell three kinds of signal apart and respond to each correctly.
The three signal types
- Alarm — an actual fire condition (pull station, smoke or heat detector, waterflow switch). Retransmitted to the fire department.
- Supervisory — a condition that affects readiness, such as a closed sprinkler control valve or low air pressure on a dry system.
- Trouble — a fault such as a wiring open, ground fault, low battery, or loss of the communication path.
Distinguishing these matters: an alarm dispatches the fire department, while a trouble or supervisory signal alerts staff to fix a problem before it becomes an emergency. How monitoring is tested at inspection
Monitoring is only real if it is verified end to end. Testing the supervising-station connection is a required part of every annual NFPA 72 inspection, and it follows a set sequence.
Monitoring test sequence
- Place the account on test with the monitoring company so signals do not dispatch the fire department.
- Trip an alarm signal and confirm the station received it with the correct account number and signal type.
- Trip supervisory and trouble signals and confirm each is received and correctly classified.
- Verify the communicator path is supervised — simulate a path loss and confirm a trouble signal.
- Confirm the monitoring company is capturing and retaining the periodic test signals.
- Take the account off test, restore the system, and record the results on the inspection report.

Los Angeles & Southern California notes
Monitoring rules are set by NFPA 72 and the California Fire Code statewide, but the local Authority Having Jurisdiction — the fire department that plans-checks and inspects your building — enforces them and may have its own permit and paperwork.
