When a fire marshal or an insurance auditor asks whether your commercial fire alarm system was properly inspected, they aren't asking whether someone showed up — they're asking whether every device was verified and documented. Before the inspection — preparation
Half of a smooth inspection happens before the technician touches a device. Getting these steps right prevents false dispatches, occupant panic, and a wasted trip.
- Pull the as-built drawings and the most recent inspection report so every device can be accounted for.
- Notify building occupants that a fire alarm test is scheduled and that horns and strobes will activate.
- Place the monitoring / central station on test so alarm signals do not dispatch the fire department.
- Confirm access to every area with a device — locked tenant suites, mechanical rooms, elevator machine rooms, and roof spaces.
- Verify no active impairment or fire watch is already in place that changes the scope.
1. Fire alarm control panel
The panel is the brain of the system, and it is where every test ultimately reports. Start here to establish a clean baseline.
Control panel checks
- System is in normal condition — no active trouble, supervisory, or alarm signals.
- Primary AC power indicator is lit and the panel is properly grounded.
- Programming, zone labels, and device addresses match the current building layout.
- Event / history log reviewed for recurring or intermittent faults.
- Trouble signals generated intentionally (e.g., open circuit) and confirmed to annunciate.
- Remote annunciators display the same status as the main panel.
2. Initiating devices

Initiating device checks
- Manual pull stations — operate each one; confirm correct address/zone at the panel.
- Smoke detectors — functional test with approved aerosol or magnet; sensitivity verified on the required cycle.
- Heat detectors — functional test for restorable types; visual confirmation for non-restorable.
- Duct smoke detectors — verify airflow sampling and panel signal; confirm associated HVAC shutdown.
- Beam and air-sampling (VESDA) detectors — verify alignment, obscuration, and sensitivity.
- Waterflow switches — operate at the inspector's test connection; confirm alarm within the required delay.
- Supervisory devices — valve tampers and pressure switches confirmed at the panel.
3. Notification appliances
A system that detects a fire but fails to warn occupants has failed its core job. Every audible and visible appliance is verified for output and, where applicable, synchronization and intelligibility.
Notification checks
- Horns and bells — confirm audibility above ambient noise in every occupiable area.
- Strobes — confirm candela rating and that all strobes in a field of view are synchronized.
- Voice / EVAC speakers — verify message plays clearly and is intelligible throughout.
- Firefighter phone / two-way communication points operate where installed.
- Correct evacuation signal (temporal-three pattern) confirmed.
4. Power supplies & batteries
The system has to keep running when building power fails — which is often exactly when a fire starts. Secondary power is a frequent point of failure and a common audit finding.
Power checks
- Primary AC supply present and dedicated circuit properly labeled and secured.
- Secondary batteries load-tested for the standby and alarm durations required by NFPA 72.
- Battery age, condition, and terminals inspected; replacement date recorded.
- Loss of AC power simulated; confirm automatic transfer to battery and a trouble signal.
5. Off-premises monitoring
If the system is monitored, the path to the supervising station is part of the life-safety chain and must be verified end to end — not assumed to work.
Monitoring checks
- Alarm signal transmitted and confirmed received by the supervising station with the correct account and signal type.
- Supervisory and trouble signals transmitted and confirmed.
- Communicator path (cellular, IP, or radio) supervised; loss-of-path produces a trouble signal.
- Quarterly test-signal records confirmed to be captured and retained by the monitoring company.
6. Integrated life-safety functions
Modern commercial systems don't just make noise — they recall elevators, shut down air handlers, release doors, and start smoke control. Each interface must actually fire on alarm.
Integration checks
- Elevator recall (Phase I) to the primary and alternate floors on the correct detector activation.
- HVAC / air-handler shutdown on duct detector or alarm.
- Magnetic door holders release and fire/smoke doors close.
- Smoke-control and stairwell-pressurization sequences activate where installed.
- Suppression-releasing circuits verified (in a safe, non-discharge test mode).
- Access-control and electric locks fail safe to allow egress.
7. Documentation & records
The report is what proves compliance long after the technician leaves. In an audit, an undocumented test is treated as a test that never happened.
Documentation checks
- Every device tested is recorded, with pass/fail and any deficiency noted.
- Deficiencies listed with severity and whether a fire watch is required.
- System restored to normal and the central station taken off test.
- Signed inspection report issued and a copy kept on site for the AHJ.
- Prior reports retained for at least three years per California Fire Code expectations.
