Most office-building fire inspections are lost on small things. The certifications are current, the systems work, and the write-up still lands — because a copy-paper delivery got stacked too close to a sprinkler head, or the exit sign in the back stairwell has a battery that gave out two years ago and nobody ever ran the duration test that would have caught it.
This checklist is built to be walked, not just read. It follows the order a fire inspector generally moves through a Group B office building in California: the file first, then the life-safety systems in the order they would matter during a fire, then the spaces where violations actually accumulate. Print it, clip it to a board, and walk the building once a quarter. The annual inspection then becomes a formality instead of an event.

Which rules actually apply to an office building
Three layers stack on top of each other, and knowing which layer a requirement comes from tells you who to call when something is out of date.
Title 19 of the California Code of Regulations is the State Fire Marshal's framework. It is the layer that says fire protection systems must be certified on a set cycle by someone licensed to certify them, and it is where the automatic extinguishing system rules (§904) and the portable fire extinguisher rules (§906) live. The California Fire Code (CFC, Title 24 Part 9) is the operational layer — what has to be installed, maintained, and kept clear day to day. It is where egress, housekeeping, storage clearance, and the fire alarm testing requirement (§907.8) live. The CFC in turn adopts the NFPA standards by reference.
NFPA standards are the test procedures themselves: NFPA 72 Chapter 14 for fire alarm inspection, testing and maintenance; NFPA 25 for water-based suppression; NFPA 10 for extinguishers; NFPA 80 for fire doors.

Everything below is what a typical mid-rise or low-rise California office building needs on file. Buildings without sprinklers, without a fire pump, or without a commercial kitchen simply skip those rows.

The walk-through checklist
The compliance file
The single highest-leverage thing you can do is keep one folder, at the property, that a stranger could be handed. Inspectors read the file first; a complete file sets the tone for everything that follows.
- Current fire alarm annual inspection and test report, dated within the last twelve months
- Sprinkler system annual certification, plus the most recent five-year internal inspection
- Extinguisher service records (the tags are on the units; keep the contractor's invoice too)
- Emergency and exit lighting test log — monthly entries and the annual 90-minute result
- Standpipe, fire pump, fire door and special-suppression reports where those systems exist
- Any prior notice of violation, with proof of the correction and the date it cleared
- Contractor license numbers on each report — the certification is only valid if the person who signed it was licensed to sign it
- Emergency contact list: property manager, alarm monitoring company, alarm contractor, sprinkler contractor
Fire alarm system
The alarm is the system most likely to be quietly out of compliance, because a panel can sit in trouble for months without anyone in the building noticing. A full device-level walkthrough is in our commercial fire alarm inspection checklist; these are the items an inspector spot-checks.
- Panel is in normal condition — no active trouble, supervisory, or disabled/bypassed points
- Annual test report on file and within twelve months
- Panel batteries dated and within their service life; no corrosion at the terminals
- Zone map or point list posted at the panel and actually matching the building today
- Smoke detectors clear of paint, dust, tape, and obstruction; none removed for a remodel and never reinstalled
- Manual pull stations visible, unobstructed, and at the correct height near each required exit
- Notification appliances (horns/strobes) not blocked by signage, partitions, or new tenant build-out
- Off-premises monitoring active, with a successful signal test recorded at the annual
- Any tenant improvement since the last test reflected in the device layout — new walls very often orphan a detector or a strobe
Sprinklers and water-based suppression
- Annual certification current, from a contractor licensed for water-based systems
- Control valves fully open, supervised or chained/locked in position
- Gauges reading in the normal range, and not fogged, broken, or older than five years
- No storage within 18 inches of any sprinkler head — the single most common office write-up
- Heads clean, unpainted, no corrosion, none hung with wire, plants, or decorations
- Spare head cabinet present, stocked with the correct types, and containing the sprinkler wrench
- Fire department connection visible, capped, unobstructed, and signed
- Five-year internal obstruction inspection on schedule
Portable fire extinguishers
Title 19 §906 is the layer that governs these. Extinguishers generate a disproportionate number of violations because they are easy for anyone to move, and easy for an inspector to check in three seconds.
- Current annual service tag on every unit — check the punch, not just the presence of a tag
- Mounted on its bracket or in its cabinet, not sitting on the floor
- Travel distance to an extinguisher within the required limit for the hazard class (commonly 75 feet for ordinary office hazards)
- Location clearly marked where the unit is not immediately visible
- Nothing stacked in front of the cabinet or bracket
- Gauge in the green, pin and tamper seal intact, hose and nozzle unobstructed
- Correct class for the space — a server room or electrical room may need a different agent than the general office floor
- Six-year maintenance and twelve-year hydrostatic dates tracked, not just the annual
Emergency and exit lighting
Pressing the test button proves the lamp works. It does not prove the battery will still be delivering light 89 minutes into an evacuation, which is what the annual duration test is for — and it is where the failures show up. - Every emergency light and illuminated exit sign passes the 30-second monthly functional test
- Annual 90-minute duration test completed, with the result written down
- The written log is at the building — a log the inspector cannot see is a log that does not exist
- Exit signs illuminated, correctly oriented, and visible from every point in the egress path
- Directional arrows correct after any tenant reconfiguration
- Emergency lighting covers stairwells, corridors, lobbies, and any windowless interior space
- No unit with a burned-out lamp, a red fault LED, or a battery replaced but never retested
Means of egress
Egress violations are the ones inspectors take least kindly to, because they are free to fix and immediately dangerous.
- All exit doors open in the direction of travel where required, and open with a single motion — no added deadbolts, chains, or slide bolts
- Corridors and exit paths clear to their full required width; no boxes, furniture, copiers, or holiday storage
- Stairwells free of storage of any kind, including recycling and file boxes
- Stairwell doors close and latch fully; nothing propping them, no wedges or hold-open devices that are not fire-alarm-released
- Exit discharge outside the building is clear — landscaping, parked cars, and dumpsters are common offenders
- Occupant load posted where required for conference rooms and assembly-type spaces
- Panic hardware functioning where required, with no field modifications
- Fire and smoke doors self-close and latch; annual NFPA 80 record on file
Standpipes, fire pump and high-rise items
- Standpipe hose valves accessible, capped, and not buried behind tenant storage
- Annual standpipe inspection and five-year hydrostatic test on file
- Fire pump room clean, unobstructed, and not used for storage
- Weekly or monthly churn-test log kept at the pump; annual flow test on file
- Fire command center — where required — orderly, with current drawings and a working voice communication system
- Emergency responder radio coverage functioning where the jurisdiction requires it
- Emergency evacuation plan current, posted, and matching the building's actual layout and tenants
- Stair identification signage present at each landing
Special hazards and equipment rooms
- Server / MDF room clean-agent suppression serviced, cylinders weighed, tag current
- Cafe or full break-room cooking equipment: hood suppression serviced semi-annually, tag on the system, correct Class K extinguisher nearby
- Electrical rooms and panel rooms clear — 36 inches of working clearance in front of every panel, and no storage of any kind
- Panel directories filled in and legible
- Generator and transfer-switch room maintained, with the exercise log available
- Trash and recycling rooms not overloaded; chute doors closing properly where present
- Any flammable or aerosol storage (facilities closets, print shops) within permitted quantities and in an approved cabinet
- Battery storage and charging areas — increasingly scrutinized for lithium-ion e-mobility devices brought in by staff
Housekeeping and electrical practice
- No extension cords or power strips used as permanent wiring; no daisy-chained strips
- No cords run through walls, above ceilings, under carpet, or across doorways
- Space heaters, if allowed at all, with tip-over shutoff and clear of combustibles
- Storage in tenant suites at least 18 inches below sprinkler heads and 24 inches below the ceiling in unsprinklered areas
- Combustible decorations within the limits the fire code allows for the occupancy
- No open storage in mechanical, electrical, or telecom rooms
- Address numbers visible from the street; Knox box present, current, and holding the right keys
- Fire lanes and hydrants unobstructed, with markings legible
The ten findings written most often in office buildings
If you have ten minutes rather than two hours, check these. In a typical Southern California office property, this short list accounts for the large majority of what gets written up.
- Storage within 18 inches of a sprinkler head
- A corridor, stairwell, or exit door partially blocked
- An extinguisher with an expired tag, or removed from its bracket
- Emergency lights or exit signs that fail the 90-minute duration test
- An exit door with added locking hardware, or propped open

- A missing or out-of-date certification in the compliance file

Los Angeles and Southern California notes
Every jurisdiction runs its fire prevention program a little differently, and office buildings in Greater LA sit under several of them at once depending on where the property is.
- City of Los Angeles. LAFD administers its inspection and reporting programs through an online compliance filing system, and requires the certifying contractor's license information on submitted reports. Our Los Angeles fire alarm testing page covers the local specifics.

Whichever AHJ you are under, the fire alarm certification is the one document that has to be produced by a licensed alarm contractor and cannot be self-performed by building staff. Everything else on this checklist can at least be pre-walked in-house.
Frequently asked questions
California statute mandates annual fire-department inspections for specific occupancy types — schools, hotels, motels, lodging houses and apartment houses. A standard office building is a Group B occupancy, so it usually falls under the local fire department's own fire prevention or business inspection program instead, and the cycle is set by the Authority Having Jurisdiction. In practice most Southern California jurisdictions inspect commercial office buildings on a one- to three-year rotation, with high-rises and buildings with a history of violations seen more often.
The system certifications themselves, however, are on fixed cycles that do not move with the inspection schedule. The fire alarm annual test and the extinguisher annual service come due every year whether or not an inspector is scheduled to visit.
Two things: paperwork and the building itself. On paperwork, the inspector wants current certifications for the fire alarm system, the sprinkler system, portable fire extinguishers, and emergency lighting — the documents that prove the required tests happened and passed.
On the walk, the inspector checks the means of egress, extinguisher placement and access, sprinkler head clearance and storage height, electrical room housekeeping, blocked or painted devices, and any obvious change to the building made without a permit. Most write-ups come from the walk rather than the file, and most of those are housekeeping problems that could have been fixed in an afternoon.
They overlap but they are not identical. Title 19 of the California Code of Regulations sets the certification framework for fire protection systems, and the fire alarm system is one of the systems that has to be certified. The report a fire alarm contractor produces after the annual test is the document that satisfies that requirement for the alarm system — it is generated against NFPA 72 Chapter 14, which is what the California Fire Code adopts for inspection, testing and maintenance.
A complete Title 19 compliance file for an office building holds several such certifications side by side: fire alarm, sprinkler, extinguishers, and any special suppression system.
The building owner or the owner's property manager is responsible for the base building systems — the fire alarm, the sprinkler system, standpipes, the fire pump, common-area emergency lighting and egress. Tenants are generally responsible for conditions inside their own leased premises: extinguishers in their suite, clear egress through their space, their own storage and electrical practices, and any suppression they installed for their own equipment.
When a violation is written on a tenant's condition, the notice still typically goes to the owner or manager of record, which is why leases in Southern California usually push the correction obligation back to the tenant in writing. Sorting this out before an inspection, not after, saves the argument.
The recurring ones are unglamorous: storage stacked within 18 inches of sprinkler heads, boxes or furniture blocking a corridor or exit door, extinguishers with an expired tag or removed from their bracket, exit signs and emergency lights that fail the 90-minute duration test because the battery is dead, propped or chained exit doors, electrical rooms used as storage closets, extension cords used as permanent wiring, and a fire alarm panel sitting in trouble because nobody reported the fault.
Almost all of them are correctable the same week they are written, and almost all of them are avoidable with a quarterly self-walk using this checklist.
